Council OKs Motorsports Park contract
By JOSEPH P. SMITH
Staff Writer, The Daily Journal
Article published Nov 7, 2006
MILLVILLE -- A revised contract between the city and New Jersey Motorsports Park LLC passed the City Commission Monday night on a unanimous vote, and developers said the project could break ground early next year.
The revisions to the project's development contract mainly pertain to timetables.
Joseph Savaro, a principal in the development firm, said after the vote that copies of a final land release agreement with the Federal Aviation Administration are circulating for signatures now.
The FAA has to approve the proposed sale of land at the municipal airport to the Motorsports Park. That's taken much longer than expected.
"We're looking at probably January to March, the first quarter of next year, to start some kind of construction," Savaro said.
The Motorsports Park is a multi-phase project that is to start with construction of a 4.1-mile racetrack. The 707-acre park is to be sited on land transferred from the city airport and land just outside that facility.
The initial agreement between the city and developer was passed in June 2004. At the time, the first land transfer to the park's developer and the start of construction were seen as taking place no later than June 2005.
The project has been slowed by legal action, negotiations with the FAA and a required, pain-staking sweep of the construction area for the presence of unexploded ordnance left over from the site's days as a military training site.
The commission vote came after a public hearing, where again the contract's provisions came under criticism. The main thrust of critics is that the city provisions are too generous to the developer.
Principally, critics pointed to a 15-year payment in-lieu-of-taxes deal. Another point is that the contract does not give the city the right to take back land if the latter stages of the park's construction do not occur.
Donald Ayres, the city economic development director, opened the hearing with an overview. His points included developer spending -- the corporation has spent $2.5 million so far and is committed to spending $25 million in phase one construction -- and the prospect of the city getting about $2.3 million for the land it proposes to sell.
"And I think everyone knows what that kind of infusion of cash would have on the city budget," Ayres added.
The opposition role at the hearing was carried mainly by Paul Porreca Sr. and Emil Van Hook of Millville First Inc., a nonprofit government watchdog group.
Porreca urged a ballot referendum, regardless of the vote outcome Monday night.
"This is not an arms-length deal," he said. "This is an unconditional surrender."
Van Hook said the project has potential, but the property tax discount is too steep and too long.

Jeff, come to Summit Point in the spring. You can crash at my place, prep your car at TE before the event. Just get a NASA membership, it's cheap and you get a year subscription to Grassroots Motorsports (not my favorite publication but it beats SSC or Stuper Street). Nasaproracing.com, join your region but you can race in other regions, like the Mid Atlantic if you want.

Cool beans. I'm sure they won't be stupid enough to build a street course that couldn't pass simple safety tests(damn E-town nubs). Should be very exciting

4 miles? I think you must be thinking of another Millville in sussex county...this one is in cumberland county..which is south of Vineland...practically in DELAWARE...but its due WEST of A.C. ....its way the hell down in SOUTH JERSEY!
DIRECTIONS:
Take New Jersey Turnpike South to Exit 3 (Camden/Woodbury). Continue on Black Horse Pike South to I-295 South. I-295 S becomes Route 42 S. Merge onto Route 55 South and continue on Route 55 to Exit 27 (Millville). Turn right on E. Main St. and bear right onto Dividing Creek Rd. New Jersey Motorsports Park will be on your right.
